I believe that he's a bigger jerk than Doom is. Even though Doom is better written, Henshaw is an interesting egomaniac as well. Too bad he isn't used more often by DC because I can imagine him being a universal threat to the whole of DC rather than just being relegated to being just a Superman and Green Lantern villain.
